Message:                     “Remove SB 196 from the Consent Calendar. Oppose SB 196 and say no to government control in early childhood development. There are 38 private libraries already servicing our young children in Kentucky. We have no need for a middle-man.”

Information:                    After many years of being dead on arrival, the time has finally come for the Obama-style early childhood intervention to take root SB 196 sets up a government board to connect with private groups that will mail one book a month to registered children ages 0-5. It allows for a fund to collect both state appropriations and private moneys, grants, etc.  It has language regarding not being bound by federal strings for federal funds and a committee sub that prevents the board from being paid unless there are funds available. These are positive things, but we would still rather not have any governmental middle man as much as possible involved in influencing children.

Questions:

  • Why can’t the private groups just provide the books without the government? There are currently at least 38 areas serviced in Kentucky with exactly that.

  • Since there are no state funds available, why would we need a government fund for private dollars? are there federal grants this would be setting up to receive?

  • What will the content of the books be? There are countless stories of books in children’s libraries such as “Heather has two Mommy’s” and “I’m the Mommy, You’re the Daddy” (showing nude photos, not cartoons, labeling body parts). It should go without saying that we do not need one more board/organization to keep up with feeding our children learning materials.
  • Compulsory school starts at age 6 in Kentucky. The only way to get to the children younger is to implement programs that parents would volunteer for.
  • Obama and his crowd have always stressed the importance of government intervention as young as age 0. Hence, the HANDS program in Kentucky, where a government agent visits parents in their home and helps them be parents. (see link above)
  • This will just become a vehicle for propaganda that both parent and child will be exposed to by the government.
  • Conclusion: SB 196 is unnecessary and has potential of danger. Why would we want to pass it?
